No harm occurred, based on the story you related. Tell your attorney to have the NJ prove that she was somehow financially damaged by the tags being 10 days late. The judge will listen to her ranting and simply reply "Pfffffftttt".
That's a phrase they teach them to say when they're in law school that basically means "no $hit, Sherlock, but no real damages occurred." But, because it would be impolite for them to say that from the bench, they just make a "Pffffffttttt" noise instead.

Seriously, they have to present evidence of genuine financial harm. If they can't, it's just a wasted trip to court. BTW, be sure to tell her that you will counter-sue for attorneys fees for this frivolous lawsuit.
